i've seen some pretty fugly pellicles in my day. this just looks like fat/gel. its probably the slimy pediococcus shit i've heard of.

11 Gallons of IPA, to be split and fermented with US-05 and WLP-007.
Shooting for OG of 1.075, SRM 11 and 75 IBU.
Grain Bill: Mostly 2-row, with C55, C20, amber and carapils
Hops: Bittered with chinook, then a pile of late cascade, centennial and columbus.

90% 2-Row, 10% Special B. Mash @ 148F.
Target 95 IBU, Chinook (11% AA) @ 85, 45, 15 & 0 min.
Pitch WLP-007 slurry at 67F, free rise to 69F and hold until fermentation complete.
