A possible solution would be something like the VQA, where a beer has to meet a certain standard to be listed. It would not have to matter where it came from, just be up to a certain standard.
Now the standards would be a challenge (big understatement). If you banned adjuncts, for example, out would go the fruit beers, spiced ales and chocolate additions along with the corn and rice. But it might be possible to set up guidelines that could include, say Creemore and UniBrue, and also exclude some of the crappy beers from smaller brewers.
This would likely be a political mess and very top down, but so is this whole debate so far anyway.
