Yeast start from Wyeast Activator

aaaah... now the picture becomes clearer. extract generally won't ferment down nearly as far as all-grain, so your hopes of hitting 1.020 are probably a bit optimistic.
if you had a crappy smack pack and poor starter, the yeast probably struggled getting it to where it is. you might be stuck there, but i'd still consider throwing in some dry yeast to see if that helps. you'll have to check with the fermentation info for the strain, but you'll probably need to warm it up a little before re-pitching (5C sounds low, but i'm not a lager guy...).
no finings would explain haze. might still drop with time, but i wouldn't bet on it. see solution in previous post
