As I understand it, both GST and PST (whether 8% or 12%) is supposed to be charged to the end customer only once. This is why business's get PST exemption certificates, and track all GST expenses which can then be claimed against what they collect in GST.

There is no duplicate taxatiion. Consumers pay 5% GST and 12% PST on the cost of the beer before taxes. Licensees receive a 5% discount off the cost of the beer before taxes and then pay 5% GST which is of course recoverable by them.
