It's got absolutely NOTHING to do with the liquor boards. Label regulations are governed by the CFIA. If a products label doesn't meet the criteria set out bu this Government agency then either the supplier produces a label that conforms to Canadian standards or they pay for the application of strip labels. If it were a different abv from testing, it would serve a purpose. If it lacked bilingual info, it would also serve a purpose (the majority of the bottle is in French anyways). The only reason it's needed is to notify you of it's extra srong-ness.
