Exactly, so anyone living no where near those 3 area's (GTA, GOA, GHA) gets the shaft.
Uh... so what? There are tons of things that are only available for retail in the bigger urban centres. The big urban centres create a market for those things.

Of course, any move to open the market would probably lead to some increased intra-province mail-order business as well (this seems already to be established for Ontario wine).

I'm not going to argue with you over this, because arguing online is simply retarded. But, I would like to say that I actually can't think of much that I can get in Toronto that I can't get in KW. But yes, traditionally big urban centers create the market for various goods, although in today's modern North American society, I think the majority of demand really comes from highly sub-urbanized communities, like the GTA or KW or Guelph or whatever......

I don't think I could have gone further off-topic in this post :P . You should probably just ignore this.....
