its not the bridge, its not the time of day, its not the amount of beer or wine. its the result of the conversation with the border guard and his thought on the matter, nothing else. He makes the call.
Of course it is, but all of those other factors help the border guard draw his/her conclusion, so to say that those factors are irrelevant is incorrect.
