In my experience the Campbellton crossing is the only place I've ever seen the alcohol law enforced.

Doesn't effect him in any way, so it's easy to pander by saying that to try and pick up a vote or two. He sure likes to pander...

Ironically, this does touch on two areas he is deathly afraid of.

First, it is a (potentially) constitutional issue. He doesn't want to get dragged into that. He can't even clean up the Senate with that sword hanging over him. Besides, he may talk of reform, but he benefits too much from the status quo. Our current situation with a foreign head of state (which Harper celebrates) let's him pretend to be the defacto head of state as he consolidates power away from Parliament. Open any Constitutional debate and the threat of Canada entering the 21st century and having non-colonial rule and his power could be diminished.

Secondly, despite having tried to stack the Supreme Court with ideologues, they continue to use their reasonable judicial minds to piss him off. No matter where he stands on this or anything else, they are likely to decide based on law and not follow his will. This is clearly driving him crazy, he can't get the court to support any of his throwbacks to the mythical great past. New Brunswick will no doubt get to feel the sting of this soon too.

I thought the RCMP guy in court admitted that they had never attempted anything like this in the past. I lived there for 25 years, never heard of any kind of enforcement like this.
