It feels like there's a ground swell coming with this for at least some kind of reform - the timing just feels right.

I don't think it's a very partisan issue, so any party could pick it up and run with it.

I'm also not so sure about the Liberals getting turfed. The party is suffering but Wynne is a likeable leader. Or even if they do, there's a good chance we'll still end up with a minority.
