If you are going for Arrogant Bastard, I'd try steeping roughly 1/2 pound each of Special B, Biscuit, CaraMunich and Aromatic....and then enough pale DME to hit the desired OG. FYI, here's our AB clone from a few years back. it's not shown on the recipe, but there was more chinook dry hops in the keg, though i can't quite remember how much. simple recipe, just 2-row and dark crystal and a pile of chinook.

my guess would be steep the crystal (or consider a partial mash) and convert the rest of the base malt to light dme. hops stay the same.
